In Bisbee, Arizona, a new election official has been appointed following the resignation of his predecessor, who only recently took office. The appointed individual, Billy Cloud, is a Republican with a background in law enforcement and legislative affairs. This announcement was made by county officials on a Tuesday, marking a significant transition for Cochise County’s Recorder’s Office. Cloud steps into the role to replace David Stevens, who will officially resign on February 28, just ten days after being sworn in for a third term.

Billy Cloud’s professional history includes serving as an officer with the Arizona Department of Public Safety, overseeing police departments in Tombstone and Patagonia, and holding positions such as sergeant at arms within the Arizona House. Additionally, he has experience working as a financial investigations manager for the Arizona Department of Economic Security’s adult protective services unit. His diverse background is expected to bring a range of skills to his new position.

Stevens’ resignation came as he expressed a desire to focus on his family and personal health. His departure follows a period during which some officials in Cochise County have leaned into controversial election practices fueled by conspiracy theories that emerged after the 2020 presidential election, particularly those propagated by former President Donald Trump.

Furthermore, the county has faced legal troubles concerning election processes; two Cochise County Board of Supervisors members were charged with misconduct for their roles in delaying certification of the 2022 midterm election results. One of the supervisors pleaded guilty to a misdemeanor, receiving a probation sentence, while the other maintains a not guilty plea and is currently awaiting trial.
