STANTON, N.D. — On Monday, Ian Cramer, the adult son of North Dakota Senator Kevin Cramer, was sentenced to 28 years in prison following a harrowing incident that resulted in the death of a deputy sheriff during a violent police pursuit. Cramer, aged 43, had entered guilty pleas in September to a series of serious charges, including homicide while fleeing an officer, reckless endangerment, and various drug and driving offenses. These charges stemmed from an incident on December 6, 2023, where he led law enforcement on a chase that culminated in the fatal collision with Mercer County Sheriff’s Deputy Paul Martin.
During the sentencing held by State District Judge Bobbi Weiler, a total sentence of 38 years was pronounced, with 10 years suspended and the subsequent three years of probation. Additionally, Cramer will receive credit for time already served in jail which goes beyond one year. The judge emphasized the need for addiction and mental health treatment in the course of his incarceration. However, she cautioned that it’s unlikely Cramer would serve the full 28 years, noting that parole could significantly reduce his time behind bars. “These are not mandatory minimums,” she added, suggesting that Cramer might be eligible for an early release, granting him a chance at a new beginning, unlike Martin, who lost his life.
In a moment of reflection, Cramer, dressed in an orange jumpsuit, expressed remorse to the family of the fallen deputy. “I had no intention to do any of this. It was an accident, and I hope that someday they can forgive me,” Cramer expressed. He acknowledged his struggles, suggesting that his path forward involves seeking further help at a facility.
The nature of Cramer’s mental health issues and substance abuse was a focal point in the proceedings. Prosecutors, supported by medical professionals, indicated that Cramer had long been battling the repercussions of substance use that left him mentally impaired. On the day of the incident, he admitted to using methamphetamine and bath salts.
Cramer’s mother, Kris Cramer, shared her own feelings of guilt and responsibility regarding her son’s actions. She expressed her distress over the circumstances that unfolded on that fateful day, underscoring her belief that her son has deeply affected his own mental state.
The events leading to Deputy Martin’s death were particularly alarming. Reports detail that Kris took her son to a hospital for mental health issues. However, Cramer managed to enter the driver’s seat of their vehicle after she exited and sped away, crashing through the hospital’s garage door. As deputies attempted to apprehend him, he engaged in a high-speed chase that reached over 100 mph, even after having two tires punctured by spike strips. The chase concluded tragically when he collided with Martin’s patrol car, resulting in the deputy being ejected from his vehicle. Deputy Martin succumbed to his injuries shortly after at a local hospital.
Martin was remembered fondly by his peers for his kindness and commitment to serving the community. Prosecutors recounted stories of his compassion, especially toward a young girl who feared law enforcement due to her father’s troubles. Just days before the crash, Deputy Martin had shared his plans for retirement, further emphasizing the senselessness of the events that led to his untimely death.
Initially, Ian Cramer had pleaded not guilty to homicide charges. However, he did face charges of manslaughter that subsequently evolved into the more severe homicide charge, which could have resulted in a sentence of up to 20 years. He remained in custody at a local jail, with bail set at $500,000.
Following the recent sentencing, Cramer is also contending with separate felony charges related to theft and other offenses stemming from the same incident at the hospital. His upcoming jury trial is scheduled for January.
