LIMA, Peru — The Asia-Pacific Economic Cooperation (APEC) forum concluded on Saturday after two days of discussions in Lima that often remained within the realm of generalities regarding effective economic collaboration. The atmosphere was one of tentative agreement, although many attendees expressed concern that this level of cooperation may not be replicated in the upcoming four years during future summits.

Leaders from the 21 nations surrounding the Pacific, including U.S. President Joe Biden, Chinese President Xi Jinping, and Japanese Prime Minister Shigeru Ishiba, gathered in Peru at a pivotal time. This gathering took place against the backdrop of incoming U.S. President Donald Trump’s stated intention to withdraw from a global free trade initiative.

Observers noted that Biden’s delayed arrival for the conventional APEC group photograph served as a political symbol. The other leaders had taken their places on the risers when they realized Biden was missing, resulting in an awkward five-minute wait before he finally joined them at the back of the group.

Chinese President Xi made a significant impact during the summit by embracing globalization themes while inaugurating a major $1.3 billion megaport in Peru, delivering speeches that criticized protectionist policies. He strategically positioned himself at the center for the group photo, showcasing an assertive presence. The leaders were photographed wearing distinctive wool scarves in earthy tones designed in line with APEC’s custom of presenting national attire from the host country.

As Biden exited the stage, he faced questions from reporters about this being his final APEC summit and one of his last significant global engagements as the president of the United States.

This year’s meeting largely revolved around the intensified trade and security competition between the U.S. and China. Biden and Xi were scheduled to meet later on Saturday, marking their third and final discussion during Biden’s presidency. Their previous meeting took place last year at the APEC summit held in California.
