LOS ANGELES — The NCAA has imposed a $50,000 fine on the football program at the University of Southern California (USC) and placed the program on probation for a year due to several infractions concerning coaching staff regulations spanning two seasons.

The agreement between the NCAA and USC was made public on Tuesday, outlining the repercussions stemming from the investigation into the program.

The inquiry revealed that during the 2022 season and also in spring practices of 2023, USC exceeded the maximum allowable number of countable coaches. Specifically, eight analysts engaged in on- and off-field coaching activities, which surpassed the permitted limit by six individuals.

Furthermore, both entities acknowledged that head coach Lincoln Riley breached head coach responsibility protocols, although no suspension was mandated.

In January 2023, the NCAA revised regulations governing the number of coaches as well as their specific roles, transitioning the responsibility of head coaches from a rebuttable presumption to an automatic affiliation with any violations.

According to the NCAA’s announcement regarding the settlement, “Since Riley was not directly involved in the infractions and showed a commitment to fostering a compliant environment by overseeing his staff, he successfully rebutted the presumed responsibility for the infringements that took place before the rule adjustment. Consequently, both parties concurred that a suspension was not justifiable in this case.”

Additionally, the NCAA has placed restrictions on USC, preventing its special teams analyst from participating in practice and film review for six consecutive days over a two-week span during the 2024-25 season. Other analysts will also face similar restrictions, barred from practice and film review for six consecutive days spread out over four weeks during that same season.

USC’s athletic director, Jen Cohen, released a statement emphasizing the program’s cooperation with the NCAA’s enforcement unit and the Infractions Committee since discovering potential policy breaches in May 2023. She stated, “We have proactively identified and acknowledged the violations, implemented corrective measures, and reached a negotiated resolution promptly, which has been accepted by the Committee. Our commitment to uphold the highest ethical standards and integrity within our athletic programs remains steadfast.”
