These winnings rank among the largest in Texas lottery history.
The central focus of investigations involves whether these games are offering a fair chance to all players. This week, Texas Attorney General initiated his investigation alongside one already started by Governor Greg Abbott. A part of the concern includes courier services, which purchase lottery tickets on behalf of their clients remotely, like the one utilized by this month’s jackpot winner.
“Citizens of Texas should not fall victim to exploitation linked to the lottery system. We commit to making any violators legally accountable,” stated the Attorney General.
Understanding Texas’ significant lottery winnings necessitates some knowledge about courier services. These are entities that digitally buy and deliver tickets to customers, circumventing state laws requiring in-person purchases. According to a 2024 report by the Florida Office of Program Analysis and Government Accountability, these services operate in 19 states and do not face regulatory or licensing mandates in Texas. Various legislators express concerns that such services allow minors and non-residents to buy tickets.
The executive head of the Texas Lottery Commission recently announced plans to ban these couriers, which marks a change from previous resistance to their market presence. “Lottery courier services have been troubling for many stakeholders,” remarked the executive director. A comprehensive review of state law has now prompted the agency to rethink its stance.
As of now, the identities of the winners remain unidentified and legally, they can remain anonymous in Texas. A customer purchased the $83 million ticket at Winners Corner, a courier outlet in Austin, on February 17. This store chain has branches across six states. Meanwhile, the $95 million prize won in 2023 involved purchasers who strategized by buying nearly every potential number permutation, leading to a printing overload at a retail location.
One of the lottery commissioners has resigned amidst the ensuing criticism, and the commission has resolved to prohibit ticket purchases through couriers. “We do not partake in bulk purchase schemes or any coordinated criminal activity,” stated an executive from courier service Jackpot.com. “We advocate for a regulated courier system as a harmonious upgrade for Texas.”
Residents keen on playing the lottery may continue patronizing courier services until the planned adjustments by the Texas Lottery Commission finalize, forecasted for April. This decision follows years of claims that the Commission did not possess regulatory power over such entities, alongside censure from the Lt. Governor, who recently inspected a Winners Corner outlet to address these concerns.
