RALEIGH, N.C. — After an eight-year tenure marked by significant achievements and challenges, North Carolina Governor Roy Cooper is preparing to leave office. The Democratic leader had notable victories in areas such as Medicaid expansion and clean energy, yet struggled against a Republican-controlled legislature on issues like private-school vouchers and abortion rights.
