Arizona County Appoints New Election Official Amidst Leadership’s Adoption of Conspiracy Theories

BISBEE, Ariz.
— A Republican with a background in law enforcement and experience in the Arizona Legislature has been appointed as the new recorder for Cochise County, following the resignation of the previous election official. Billy Cloud was selected by local officials on Tuesday to take over the position. His predecessor, David Stevens, recently announced his resignation just days after being sworn in for another term, with the official leave set for February 28.

Cloud’s career includes significant roles, such as an officer with the Arizona Department of Public Safety, as well as leadership positions in the police departments of both Tombstone and Patagonia. Furthermore, he has served as sergeant at arms in the Arizona House and managed financial investigations for the adult protective services within the Arizona Department of Economic Security.

The departure of David Stevens comes in light of his declaration that he was stepping down to focus on his family and health. This resignation follows a contentious period for Cochise County, where several local officials have leaned towards controversial election practices influenced by conspiracy theories that gained traction after Donald Trump’s defeat in the 2020 presidential election.

In recent developments, two members of the Cochise County Board of Supervisors faced criminal charges for their actions regarding the certification process of the 2022 midterm election results. One of these officials has accepted a plea deal for a misdemeanor and is now on probation, while the other has denied the accusations and is currently awaiting trial.
