The balloons were spotted flying north of Seoul, approximately an hour’s drive from the border, on Thursday afternoon. North Korea’s actions are seen as a potential response to South Korean civilian leafleting campaigns that have been ongoing, as North Korea previously stated its intention to react to these activities.
